Telecom firms charging for inquiries to call centres without govt nod
Dev Burman (name changed), a Vodafone customer for six years, is furious with the service. The company is charging 50 paisa per three minutes of a call to customer care. "Have you ever thought of paying for talking to a customer care executive?" Burman said, giving vent to his anger. The story is the same with other mobile service providers. Ketan Ramachandran, a Bharti Airtel subscriber, said: "Customer care is a service a telecom operator should offer free. Airtel's interactive voice response system is very tardy and you have to talk to a customer care executive to get an issue sorted out. But now we have to pay for that!" The government's directive to telecom companies while giving out licences explicitly stated customer service calls should be toll free.
The directive hasn't changed the Telecom Regulatory Authority of India (Trai) has not yet approved the companies' request to charge subscribers for customer-care calls. Over the last two years, the race to grab subscribers has become so intense that telcos started charging as low as 1 paise per pulse per call. Consequently, the average revenue per subscriber or 'Arpu' that telecom companies in India earn has plunged 30% to Rs160 per month one of the lowest rates in the world from around Rs225 a year back. Though they are yet to track down the sender, they have managed to unearth a bizarre truth, that of the `masked SMS'. The user has to register on a website (for as little as $10) and can send text messages to and from any mobile number on the planet without being identified. Mumbai police have managed to track down two or three websites that are used to send masked messages and are collaborating with IT experts to get to the bottom of the matter. ``We have received two complaints in the last one month where the sender's number was camouflaged,'' joint commissioner of police (crime) Rakesh Maria told TOI on Saturday. IT industry sources said, ``It's rare for the real miscreant to be caught in such a situation because people might register under false identities and also commit credit card fraud to pay the small registration fee,'' says IT expert Vijay Mukhi. Your mobile number could soon have 11 digits instead of 10 if a DoT proposal to change the numbering plan is implemented.
According to DoT sources, DoT intends to implement the migration of the existing 10-digit numbering plan to an 11-digit plan, effective January 1, 2010. DoT essentially wants service providers to prefix the digit 9 to the existing numbers. When contacted, mobile operators denied receiving any such directive. However, it is learnt that the direction is to be sent out to all operators, industry associations and telecom regulator Trai. The move will substantially enhance the numbering capacity, which is important, considering that India is the fastest growing mobile market with close to 500 million subscribers and set to touch the 1 billion mark by 2014. For consumers, the new numbering plan poses a challenge in terms of updating phonebooks. Subscribers will have to manually prefix ‘9’ to every mobile number in their phone. Even if software allowing automatic updates is made available, it will then add ‘9’ even to land line numbers on each consumer’s personal phone contacts, which is also an inconvenience. The public-private partnership (PPP) projects in the infrastructure sector in various states will provide a Rs.200,000-crore stimulus for the Indian economy, a study by an industrial lobby released Wednesday said.
According to the study by the Associated Chambers of Commerce and Industry (Assocham), the PPP projects - especially roads, real estate, power, ports and transport - have tremendous potential to unleash higher growth rate if the investment outlays are utilised effectively. Assocham president Sajjan Jindal said the ongoing projects, valued at over Rs.133,600 crore, would stem the steep fall in India's growth rate in 2009-10. "The government also needs to ensure that the pipelined projects do not face political hurdles and projects worth nearly Rs.82,000 crore gets rolled into the under-construction mode smoothly," the report added. The report said the top five infrastructure sectors - roads, real-estate, power, ports and transport - would together account for more than 83 percent of the total outlay. "Roads and real estate sectors together add to more than Rs.86,000 crore. The construction activity in these sectors would also lead to greater job creation," it added. Effective friday, the Indira Gandhi International Airport changed the phone numbers for both the international and domestic terminals, as well as the international cargo terminal. Delhi International Airport (P) Limited (DIAL) commissioned a digital EPABX system with multimedia applications. On Friday, passengers faced problems as the existing number of the domestic terminal did not work. Though the number of terminal 2 (international) was working, there was no response when HTdialed the number "Passengers wW find reaching an extension easier now, thanks to Direct Inward Dialing," a DIAL spokesman said.

New Noida Authority chief executive officer Balwinder Kumar, on the very first day, put three engineers under suspension for dereliction of duty. This act had a salutary effect on the officials and employees of the Noida Authority.
In another significant decision, he announced that he would be available to public daily. Balwinder Kumar also issued a show-cause notice to the architects of Noida authority for delay of over two months in approving building plans. He ordered a probe into it which will be conducted by the Deputy CEO. To develop a good corporate culture, the Authority's system and structure will be changed, he said. All the departments will be made on-line to facilitate the public in their dealings with the Authority. No dereliction of duty in Noida Authority will be tolerated now, said the new CEO making his intention quite clear. The new CEO has ordered the officials concerned to daily approve at least 10 building plans each of industrial, institutional, residential, commercial and group housing sectors. The Noida Authority should take the minimum time in approving the building plans, he added. The CEO appears to be very focused on ensuring the basic facilities like water, power, roads, traffic, security, etc. All the announcements made in the past will soon be translated into reality, Balwinder Kumar said. Telecom operators have reduced roaming tariffs by up to 56 per cent with effect from February 15 in compliance with Telecom Regulatory Authority of India (TRAI) directives. While leading GSM players Bharti Airtel and Hutch have slashed roaming tariffs by up to 56 per cent, CDMA market leader Reliance Communications reduced its roaming tariffs for pre-paid users by 44 per cent. Snapped high-tension wires burn Noida telecom exchange leaving 20000 phones dead
With the 11000-volt cable snapping, the BSNL telephone exchange in Sector 19 here has been burnt and with it more than 20,000 telephones lines are dead in the area. The telecom department is estimated to have suffered a loss of Rs 2 crore. Luckily, at the time of the accident nobody was working in the switch room otherwise some human casualties would have made it worse. An 11000-volt cable had snapped in Sector 26 and fallen on a telecom pillar last night. The fire in the power wire is reported to have reached the Sector 19 EWSD exchange of BSNL subterraneously. More than 19,096 telephone lines were immediately affected and all cards were destroyed. The BSNL authorities are understood to be procuring cards from other exchanges in the area like Javer, Maharshi Ashram etc to fix them. The shortfall in cards is being met by procuring cards from Siemen. The officials had claimed that telephone lines would be restored by Saturday night but that could not be accomplished by Sunday evening even. The BSNL authorities are reportedly contemplating suing the UP Power Corporation for this accident and loss. A large number of telephone users are, however, facing a lot of inconvenience in the meantime. Bharat Sanchar Nigam Limited (BSNL) has opened its new Call Centre in Noida at a cost of Rs 80 lakh.
The modern Centre has facilities to convey information in Hindi and English, BSNL Director (operations) said. BSNL, the seventh biggest telecommunication company in the world, is planning to introduce many more customer care facilities to satisfy its consumers. The opening of a call centre in Noida is one of them, he said. While inaugurating the call centre, the director said the company is planning to introduce an important scheme from October, under which a subscriber can load on the line a pre-paid coupon. The coupons would be available for Rs. 300, 500, 1000 and more, he said. On the occasion, BSNL general manager (NOIDA), A K Garg said the first time the company had printed 22500 Hindi and 80,000 English directories for the Noida subscribers and distributed to them.
