Haryana Govt Is Preparing A Comprehensive Sub-Regional Plan of The NCR With Perspective Year 2031By ugesh sarkar, Section Development
While Haryana Government is preparing a comprehensive Sub-Regional Plan of the National Capital Region (NCR) with perspective year 2031, the National Capital Region Planning Board (NCRPB) today assured all assistance to Haryana in its efforts to decongest NCRPB and National Capital Region.
The Member Secretary of the NCRPB, Mr Noor Mohammad, who held discussions with Haryana Chief Secretary, Mrs Urvashi Gulati in second meeting of the Steering Committee here today, said that a corridor would also be developed the counter-magnet towns of Ambala and Hisar in Haryana. The Haryana Chief Secretary, Mrs Urvashi Gulati said, “Haryana is as important to the NCR as is the NCR to Haryana” as 40 per cent the NCR falls in the State. She said that the State Government was implementing a number of development projects in the NCR. She directed all Deputy Commissioners and Administrative Secretaries to send by March 4 the completion reports of all developmental projects, which have been completed recently or nearing completion. It was informed that social infrastructure projects, especially in the areas of education and health were being given utmost priority in the NCR. While four private universities have already been set up in this area, applications of five more universities were in pipeline. A Central University has already started functioning in district Mahendergarh. In case of health, it was revealed that while the State Government was setting up a Medical College exclusively for women at Khanpur Kala which has north India’s first Women University, a Dental College and a Nursing College too would be set up at Khanpur Kalan. For these two colleges, the State Government sought financial assistance of the NCRPB. While reviewing the scheme of setting up of Solid Waste Management Plants, the Deputy Commissioners, especially of Gurgaon and Faridabad were directed to speed up the setting of the plant at Bandhwari in district Gurgaon. The Deputy Commissioner, Rohtak informed that the site for the project has again been identified and the case was sent for approval. The Chief Secretary stressed the need for making the solid waste management plant in the NCR functional at the earliest possible. Mr Noor Mohammad added that the Union Ministry of Environment was conducting a study to find suitable sites for setting up of solid waste management plants.
It was informed that a process has been initiated to prepare an action plan to improve environment in Faridabad and Panipat. Gurgaon and Panipat were being taken up for monitoring of pollution level. While expressing her concern over the delay in shifting of dyeing units in Panipat, the Chief Secretary said that the Government would take stern action against those who would not abide by the instructions of the State Government for shifting their units to part-II sector 29.
The stern action against defaulters would include cancellation of their plots. The Deputy Commissioner, Panipat was asked to ensure strict compliance of instructions of the Government. While discussing the issue of disaster management plans for each district, it was observed that all Deputy Commissioners would ensure that the disaster management plans are hosted on the web sites of their respective districts within one month. The Chief Secretary said that a sum of Rs two crore were released to Police and Urban Local Bodies during last year to strengthen fire fighting measures. On the issue of water, it was informed that water harvesting has already been made mandatory for group housing societies and those having more than 100 sq.mts. of roof top area. It was observed that the practice should also be mandatory for individual houses. The issues of supply of drinking water and irrigation water in the NCR was also discussed. While reviewing the issue of sewerage system and the setting up of sewerage treatment plants, the Deputy Commissioners were directed to ensure that people applied for sewerage connection. It was informed that while metro has reached Gurgaon, the intra-city bus service would commence soon on the public private partnership mode. As many as 400 buses would ply in Gurgaon in two years and their number would be increased to 600 in four years. A public transport hub would come up in sector 29 Gurgaon and land for the bus stand in sector 29 has been earmarked. It was informed that a comprehensive mobility plan was being prepared for Gurgaon. It was informed that in view of the ensuing Commonwealth Games, the taxi cabs owners were being motivated to get registered as they would not have to pay any tax for five years. The Government has also prepared a modified taxi cab scheme for Gurgaon, Faridabad and Panchkula. The first phase of intra-city bus service has already commenced in Faridabad and 150 more buses would be added soon. The Chief Secretary also directed the concerned officers to speed up the pace of work to construct KMP Expressway. It was informed that a consultant deployed for study of feasibility report to have Mass Rapid Transport System between Gurgaon and Bawal would submit his report within next 15 days. The Chief Secretary directed that the pace of the projects aimed at improving connectivity with Delhi should be enhanced. It was observed with concern that the water bodies at Badkhal and Surajkund, which used to be major source of attraction for tourists, have disappeared. Therefore, assistance of a foreign agency or the NCRPB would be sought to revive them. Financial Commissioner and Principal Secretary, Tourism also sought assistance of the NCRPB to make Sultanpur Bird Sanctuary tourists friendly. Mr Noor Mohammad said that a tourism plan of the NCR would be made to revive the popular circuits. It was informed that camping sites were being developed by Haryana Tourism at Hodal and Damdama in addition to the rooms constructed at Gurgaon and Faridabad for visitors to the Commonwealth Games. While reviewing the law and order situation in the NCR, it was observed that the Central Government has given Rs 23 crore to upgrade security in view of the ensuing Commonwealth Games. As many as 250 CCTV cameras were being installed in Gurgaon city and 140 in Faridabad. The State Government has set up two commissionaries of police in the NCR to strengthen security. Earlier, Haryana Chief Secretary, Mrs Urvashi Gulati was presented with a copy of the report of Functional Plan for Ground Water Recharge in National Capital Region by Member Secretary of the National Capital Region Planning Board, Mr Noor Mohammad.
